The company was formed in 1979 by Roy E Obermiller, P.E., originally in Paola, Kansas. The company moved to Harrisonville in 1984. From 1984 to 1993 it specialized in city engineering, acting as City Engineer, Codes Administrator, or Building Official for 10 different Missouri and Kansas cities.
